Mortgage rates found bottom on the occasion of the stock market's splendid Wednesday, and yet again bounced upward from 6.75%. Another factor, obscured by the high-hype coverage of the stock market: the Treasury is again a borrower in the bond market after five straight years of net payoffs.\n\n This week's economic data emphasized the wisdom of the Fed's unchanged, risks-are-balanced policy: the overnight Fed funds rate remains at 1.75% with little chance of an increase through summer. Retail sales stumbled to a minor gain in April, and new claims for unemployment insurance held stubbornly high. A 20-year record gain in worker productivity and a .1% rise in producer prices combined to push fears of inflation out of forecast range.\n\n The catalyst for Wednesday's 300-point exuberance in the Dow: Cisco's 1st quarter earnings surprise -- 10 cents per share -- and its CEO's optimistic(?) statement that "We're not calling a turnaround, but we are seeing some early indications that are of interest to us."\n\n Re
